Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are fought: optimistic declarations are delivered from different nations. Significant resources is allocated on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".
After-Dark Attacks
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from Russian territory, a ability enabled by up-to-date information. From witness perspectives, defense planes that had been deployed to engage hostile guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: possibly the hostile projectile won't cause damage this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Soon after, a large-caliber weapon engaged a drone somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv awoke to the morning news: several casualties, devastation and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on international aid – a need that European nations are clearly incapable to fill in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new initiative from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington works based on a premise well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is unfeasible to force Russia to abandon the land that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does little to deter Moscow, through statements or actions, from thinking that the current condition will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but avoiding a entire defensive failure until situations evolve in its favour.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their task will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
